School for tribal children in Arunachal soon: Bhuria

ITANAGAR, July 6: Arunachal Pradesh will get one of the 100 Eklavya model residential schools (EMRSs) proposed by the government of India for the all round development of tribal children.

This was informed by Union Tribal Affairs Minister Kantilal Bhuria to Chief Minister Dorjee Khandu during a meeting today.

Bhuria asked the chief minister to send a proposal to his ministry soon for approval and sanction of Rs 16 crore required for the purpose.

Khandu, who is scheduled to leave for New Delhi on official tour later in the day, told the minister he would meet him in the national capital for further discussion before submitting the proposal at the earliest.

EMRS to be set up in 20 acre of land with all modern educational and sport facilities having hostel accommodation for 240 each girls and boys would provide residential education to tribal children from Class 6 to XII.

Lok Sabha member Takam Sanjoy, who was accompanying the minister, said 100 such institutions have been proposed by the UPA government under Article 275(1) of the Constitution for the greater welfare of the under developed tribal communities of the country.

A total 480 children will be drawn from all tribes and all districts of the state proportionately, Sanjoy informed.

Social welfare parliamentary secretary Newlai Tingkhatra pleaded the minister for release of balance fund of Rs 43.68 lakh of the Rs 78.88 lakh, allocated by the union tribal affairs ministry for maintenance of EMRS at Bana in East Kameng district.

When Tingkhatra pointed out that Rs 35.20 lakh was released as ‘grants for creation of capital asserts’ and ‘grants-in-aid general’, the union minister assured to look into the matter and requested the CM to pursue the matter at New Delhi.

Chief Sectary Tabom Bam, development commissioner VK Dev, social welfare secretary Ajit Srivastav and RWD commissioner & state protocol officer Tape Bagra were also present on the occasion. (PRO to CM)

 

Homoeopathy for Mother and Child Health

Nido calls for propagation of Homoeopathy

ITANAGAR, July 6: A state level Training of Trainers on Homoeopathy for Mother and Child Health got underway today.

In his Inaugural address Parliamentary Secretary (Health & FW) Nido Pavitra to the Homoeopathy Physicians who have come from various places of Arunachal Pradesh asked the doctors to propagate their system of Medicine.

He also drew the attention of the wealth of medicinal plants of the state and asked the doctors to generate awareness to the people regarding the strengths of homoeopathy system. He further added that after getting training, all doctors should sensitize the masses, co professionals regarding the importance of Homoeopathy as because these medicines are cheap and easy to administer.

DHS Dr. T. Basar advised the doctors to realize their duties towards their profession and render their services with utmost dedication. He also said that Department of Ayush, Ministry of Health, Govt. of India has launched the campaign on mother and child health to show the strengths of homoeopathy.

CMO, General Hospital, Naharlagun Dr Moji Jini requested the Govt. to take up the issue of training of emergency medicine for Ayush Doctors so that Ayush doctors services can be utilized in a optimum way.

Dr. B.V.S.Murty, DDHS (AYUSH) threw light on initiative of the Department of Ayush, Govt. of India.

 

AR nabs NSCN linkman

CHANGLANG, July 6: Acting on an intelligence  tip off, presence of NSCN(K) outfits in village Magatong, 25 Assam Rifles, DAH Division apprehended Hotu Sayung, s/o Late Wimhom and Phosam Sayung, s/o  Late  Wimhom  r/o Village  Old Magantong, Dist Changlang on July 4.

On initial interrogation however they were established to be NSCN (K) over ground workers.

Both the suspects were also involved in sabotage of Government property wherein they had damaged the government Aganwari and Bus Stop buildings and stolen the assets deployed in these for their personal use, such as CGI sheets. Hotu Sayung was also involved in poaching activities.

Both the individual have confessed to their crimes to the Security Forces and the villagers too have substantiated the evidence of their involvement. The suspects have been handed over to Police Station Changlang for further interrogation along with recoveries that include a SBML Gun from Hotu Sayung.

 

Prohibition order on unauthorized occupations

SEPPA, July 6: Deputy Commissioner, East Kameng Tope Bam has prohibited all unauthorized occupations of Govt. land within Seppa Township vide an order dated July 5.

In the order it is mentioned that “a few people in the district are under the impression that if the approval is accorded by the govt on the recommendation of their cases by the DLAAB for allotment of commercial/residential plot, they think it to be the final for allotment in their favour.  But the procedure is that on receipt of approval from the govt., the District Administration will again verify the site physically through LM staff to ascertain the present status of the land and if the approved plot is found to be falling within the campus of Govt. quarters/Offices and other sensitive public places and within the prescribed area of BRTF & PWD roads, the District Administration shall not issue formal allotment order and thereafter, such case will have its natural death.”  

The Deputy Commissioner further directed the ADC cum Estate Officer Seppa to evict the encroachers as and when such cases are brought to his notice by the LM staff or personally noticed by him. In the order it is further mentioned that “Any individual or organization found violating the instant order shall be prosecuted under relevant sections IPC. (DIPRO)

 

HIV/AIDS awareness campaign at Ziro

ZIRO, July 6: Ziro based NGO Bright Future Society (BFS), has successfully conducted one day HIV/AIDS awareness campaign in collaboration with Arunachal Pradesh State AIDS Control Society to mark the 43rd Dree festival celebration here at Dree Ground, Old Ziro on July 5. Many people availed the services of the organizations.  Today, BFS in collaboration with Regional Medical Research Centre, NE Region (Indian Council of Medical Research) also conducted studies on prevalence of hemoglobin-E and malaria endemic zones of North East India’ where blood gourping and Rapid malaria tests were carried out.

 

College from this academic session

ITANAGAR, July 6: Much to the delight of people of East Kameng district, a new Arts College with subjects English, Hindi, History, Political Science and Economics will come up in the district by July 2010. It was decided in a meeting convened by Education Minister Bosiram Siram yesterday and attended by Parliamentary Secretary Forest Kumar Waii, MLAs Tani Lofa, Tapuk Taku, Director of Higher and Technical Education Joram Begi.

The college, which will be operational from the academic session 2010-11, will temporarily run from the Govt. HS School campus, Seppa till coming up of the permanent site at Wasang, according to an official release.

 

Peace and hope at 75

Itanagar, July 6: Various programmes and prayers meeting were organized all over the world today to celebrate the 75th birth anniversary of Dalai Lama. The Spiritual leader addressed around 5000 people at Dharamsala, the seat of Tibetan Government in exile who had gathered to celebrate his birthday despite heavy rains.

In Arunachal, several functions were organized to mark the day.

There the prayer on everyone’s lips, old and young alike, gathered for celebrating the 75th birthday of His Holiness the Dalai Lama today at Thubchog Gatseling Monastray, Bomdila.

The monks of the Gaden Rabgyeling Monastary & Thubchog Gatseling Monastary performed special prayers for the long life of the Dalai Lama followed by a mass procession in and around Bomdila township with the portrait of the Dalai Lama. It was followed by the ceremonial Sang-sol and hoisting of Lungta and offering of Khadas.  

It was also resolved to organize an interactive discourse on Buddhist philosophy and its teachings on monthly basis at Sera village Gompa, Pedung Gompa, Gaden Rabgyeling Monastary and at Thubchog Gatseling Monastary ; all located at Bomdila and in its peripheral areas.

As a novel initiative and in order to encourage the students to excel in their studies, the committee finalized a list of 35 students who had topped in their respective classes from the 16 schools located under Bomdila township.

The Deputy Abbot Geshi Lopon of the Gaden Rabgyeling Monastary spoke on the teachings of Buddha.

Gracing the occasion as the Chief Guest, DC Rinchin Tashi, dealt at length on the life of His Holiness the Dalai Lama and his endeavours for world peace, harmony and the subsequent recognization by the various national and international bodies for his yeomen service. Underscoring the importance of preserving and promoting the rich cultural and traditional values of the Buddhist community while praying for the long life of His Holiness the Dalai Lama, DC Tashi reiterated and called upon the people to make ones life meaningful and purposeful living by the teachings of lord Buddha.

To commemorate the birthday of the Dalai Lama, the toppers were felicitated by the committee and DC Rinchin Tashi and a colourful cultural programme marked the end of the celebration. With rest of the Buddhist community in world over Itanagar Buddhist Cultural Society (IBCS) also celebrated the day at Siddharth Vihar Gonpa Itanagar.

The day long programme began with plantation of Ashoka trees around the gonpa besides lighting of butter lamps, hoisting of prayer flags with chanting mass prayer and sangsol to pray for long life of His Holiness Dalai Lama.

Earlier, IPR Director Leki Phuntso spoke about the life of His Holiness and called upon people to pray for his long life. He further underscored the need for compassion towards fellow human beings.

On the occasion IBCS in collaboration with Men Tse Khang (Tibetan medical and Astrological institute) Itanagar organised a free medical camp. 88 patients were given free treatment with Tibetan herbal medicine.

Traditional cultural programme from Menchuka, Dirang, Naharlagun and Banderdewa were other highlights of day long programme to mark the occasion.

The 75th birthday Dalai Lama was celebrated at Urgeyling Gonpa at Tawang too. (DIPR)

 

RNTCP review meet

ITANAGAR, July 6: State level Programme Review meeting on Revised National TB Control Programme (RNTCP) was inaugurated by Secretary Health Kaling Tayeng at State TB Training and Demonstration Centre (STDC) Naharlagun today.

Dr. Bamin Tada, Sr. DDHS (TB) cum State Programme Officer (RNTCP) gave an over view of district wise performance and inform that Arunachal Pradesh under RNTCP has been constantly doing excellent job achieving National Average case detection rate 86%. He also informed that with the help of centre, a high Tech Tuberculosis Diagnostic Laboratory (IRL) to diagnose complicate drugs registrant TB Patients would be set up in the state which will meet the long felt need of the state.

Tayeng, requested DTOS & team to work harder to maintain the present trend of TB case detection in the state. He emphasized the cooperation and co-ordination of various programmes especially TB & HIV AIDS programmes in the state.

Dusu, a 1981 batch of State Forest Service, was inducted into the Indian Forest Services (IFS) in July 2009 after 28 years of dedicated services to the State Forest Department in various capacities. Presently, he is posted as Deputy Conservator of Forests in the office of the PCCF, Itanagar.

Budi Habung and Nani Grayu are the first Apatanis as well as Arunachalees to be appointed as District & Sessions Judge after cracking the first Arunachal Pradesh Judicial Services Competitive Examination conducted by the Gauhati High Court. Budi Habung has been posted at District & Sessions Court, Eastern Division, Tezu while Nani Grayu has been posted at District & Sessions Court, Western Division, Yupia.

Dani Rissang is a product of IIT, Guwahati and first Apatani IIT degree holder. He cracked the Indian Engineering Service Examination, 2009 conducted by the UPSC, New Delhi.

 

Policemen are not aliens

Dear Editor,

In the recent past, there have been various allegations against police atrocities making big news in numbers of local papers in our state. Indeed, it is not a good signal for the 32 years old department in our peaceful state.

In our society there are few takers for a job of a police even policing is such a profession which ensures peaceful co-existence. It ranges from serving the poorest to VVIPs.

Let me reflect one true story of our state. There is one police station at Banderdewa in Arunachal side with strength of above 30s including paramilitary forces for few thousand but in Assam counterpart it is mere a Police Out Post with strength of 5 to 7 for above ten thousand people. Why? Our law abiding citizens look at the Police Officer who dare to stop their vehicle for necessary check inside check gate while they don’t mind buttering a constable of Assam police which is just on the other side of road.

Take the recent case of manhandling of a Doctor on duty at Naharlagun. If we believe his version, why didn’t he lodge a complaint at police station regarding damaged car? Why he was with some other unofficial persons in the residence of Tata Mobile owner on duty, if we believe the police version. Similarly, according to the picture published in newspapers of Pongging incident, it could be clearly seen that some protestors were armed with daos and lathis.

But then these were termed democratic ways of protests.

Nobody cares, if policemen are suspended when an alleged accused on non-bail able cases is bailed out or dare to stop elite union leaders at night for routine checks. Transfer, posting, termination and what not. But who really cares. But they are also human being like any other. They do have family and relatives. They also know right and wrong, thirst, hunger and comradeship; seeks people’s support and evaluation. One should keep in mind that policemen are party to no one. But we have a precedence of interference by various groups during investigation of a case whereas even the highest court of land does not meddle with investigation prior to completion of a case.

There are several ways to consol, condole and convey solidarity towards alleged aggrieved member or friend but it should not be made public unless it is supported by some fact or evidence. Because until an alleged accused is declared innocent by the court, indirect or direct support to the alleged law breaker is nothing but encouragement and abetment besides it is discouragement to the sincere & dutiful law enforcer. Rise above relationship, official capacity, tribe or region and think rationally. Cooperate with the police, they are not alien but one among you.

Let merit speak

Dear Editor,

The allotment of engineering seats to the students of Arunachal Pradesh in various colleges of Karnataka is based neither on the merit nor on the first come first serve basis. Students mostly prefer to get a seat in BV Bhoomaraddi College of Engineering and Technology, Hubli and UBDT College of Engineering, Davangere, because of various reasons like reasonable fees, infrastructures and climatic conditions, etc. To get a seat in these colleges, money plays an important role. Last year they took Rs.10,000/- as bribe for a seat in these colleges.

Therefore, we earnestly request the Director Higher and Technical Education   Arunachal to discuss the matter with the Director Technical Education, Karnataka before the counselling of PCM, so that the allotment of seat is on merit basis.

Govt need to respond

Dear Editor,

It is disheartening to say that despite several displeasures expressed by the citizen concerned on various social issues of general interest like "The bad road conditions", " Border dispute"," Hydro power project" Government and Departments have not responded. To build the confidence of public, it is expected that the Government and Departments concerned should promptly reply with justification on the issues thrown into public eye through media.

The plan, achievement and constraints in implementing the developmental activities should be highlighted through print or electronic media and made known to the common masses to foster greater cooperation and coordination in executing welfare activities.

A show piece

Dear Editor,

The BSNL mobile tower at Daporijo township has been standing tall like a show piece for visitors for the last half a decade. I had personally approached the authorities concerned several times urging them to renovate the defunct towers, but yielded no results. Such irresponsible attitude of the authorities has obviously not gone down well with local villagers and other township.

Therefore, I once again appeal to the BSNL authorities to renovate and make the mobile tower functional.

Vanamohatsava observed

ITANAGAR, July 6: Rajya Sabha  MP Mukut Mithi and  Roing MLA Laeta Umbrey yesterday planted tree saplings as part of the  celebration of Dree festival and 61st Vanamahotsava celebration at Roing.

Earlier on July 4, the Forest department and Dree Festival Celebration Committee, Roing  also jointly organized a tree plantation programme at Forest Park, Roing to mark the Dree and Vanamohatsava.  DC in charge Lod Gambo, and DFO, DFCC members and forest personnel took part in the programme. Gambo also emphasized the need of preservation of culture and environment  and forests.

The staff of the  Subansiri Forest Range office and  students and staff of the Kendriya Vidyalaya, Kimin  also observed 61st Vanamahotsava at Kimin today.

Led by FRO Raje Mize and Vidayalaya Principal Raveendra Ram, the members planted 300 seedlings including Nahar, Krishnachura, Amloki, Plum Jammun, Lichi, Debdaru, Sisum, Khayar, Poma.

 

Bye-law for SHGs released

ITANAGAR, July 6: The General Manager of the National Bank for Agriculture and Rural Development (NABARD) Regional Office Itanagar has released the Bye-Law for Self Help Group and individual Pass Book for the members of the SHGs in a releasing ceremony here in the office of the N N Charitable Society (NNCS) Branch office Huto Village, Doimukh on July 6. The book was prepared and published by NN Charitable Society for the SHGs of Arunachal Pradesh formed under the SHG Bank Linkages Programme of the NABARD.

In the releasing ceremony, Dr. B.G. Mukhopadhyay GM, NABARD said, “that this is the true step toward the development of the society and I hope and believed that this book will enable the SHGs of Arunachal to make their account keeping reliable and transparency among the group”. The real development of the group is in maintenance of the account of the group and its transparency’, he said.

 Lauding the  activities of the NNCS in this field, he said, ‘the true development does not depend on leaders qualification, but it can be with the leader’s quality’. He assures  all possible help from NABARD  to the person who need help to develop the society.

The chairman of NN Charitable Society (NNCS) highlighted the achievement of the  Society.

 

Dree celebrated at Banderdewa and Changlang

ITANAGAR, July 6: The Dree – the major Festival of the Apatanis was celebrated in  various parts of the  state  with traditional fervor yesterday.

At Banderdewa the Apatani community including young and old thronged the Dree ground with colourful attires and took part in traditional programmes including Daminda dance.

The chief guest of the programme, Kumar Waii, MLA cum-Parliamentary secretary, forest was all praises for the celebration committee for organizing such festival where the people from all communities took part.

It was a unique celebration as the people from all the communities residing at Banderdewa including Nyishi, Adi, Galo, Tagin, and Assamese besides the host Apatanis  joined the Dree festival celebration depicting cultural bond of the various communities like a colourful garland. G.N Roy CCF, Banderdewa was the guest of honour.

Banderdewa DFO Tasso Sira explained the origin of the Dree celebration. Games and sports competition including Volleyball and Tug of War were also organized as part of the celebration.

At Changlang: Highlight of the Festival was the extempore speech in Apatani language by youths and senior members of the Apatanis at the festival venue  apart from presentation of Apatani songs and dances like the 'Daminda'.

Changlang DIO Radhe Hinda dwelling on the mythology of the festival, said Apatanis are ardent agriculturist and the origin of the Dree is directly related to the origin of paddy seeds and agricultural practices of Apatani.

The chairman of the organizing committee, Punyo Tangu, AE (RWD), Changlang and organizing secretary Takhe Chada, JE(PHED), Changlang also spoke on the occasion.

The Chief Patron Kime Aya, SP, Changlang distributed cash awards and certificates to the winners of  various competitions organized to commemorate the festival.

 

Org calls repair of roads

ITANAGAR, July 6: It’s true that the National Highway 52A beginning from Banderdewa to Chimpu and all arterial roads within capital complex are in a very deplorable condition. It is also true that many vehicular accidents within capital complex could be attributed to such bad or worst road conditions.

While expressing concern over dilapidated road conditions, All Arunachal Abo Tani Ku Youth Organization demanded the Home Minister and local MLA to take immediate necessary step to repair all the roads for smooth traffic movement and safety of commuters as well.

 

AUSDSU says no to land allotment

ITANAGAR, July 6: The All Upper Subansiri District Students’ Union has appealed the deputy commission to comply with the departmental letter and cancel allotment of DDI (deputy director of industries) office land to individual. Claiming that the Department of Land Management has already forwarded cancellation letter to the Upper Subansiri DC the Union urged the DC ro settle the matter within a week’s time. It also urged the district authority to stop issuing land allotment certificates to anybody without proper verification.

 

 

St. Claret College shines at RGU exams

ITANAGAR: Eleven students of St. Claret College, Ziro has made their mark at the BA-III Honours, under Rajiv Gandhi University.  The College also recorded the highest pass percentage with 98.21.

The Rank list includes I, II, V, VII and VIII Ranks in Political Science for Dani Yami, Pinki Hazorika, Hage Tacho, Koj Gambo and Nako Yubbey respectively. In History Honours,  Dani Yama, Buru Yani, Taku Rinyo and Hage Guro took  the III, V, VI and VII ranks respectively. Other rank holders are Usha Kumari (Geography Honours, II Rank) and Chakom Tesia (English Honours, VIII Rank). Dani Yami who scored the I Rank in political science and Dani Yama who scored III Rank in History are twins. The College had scored two ranks last year and the increase to 11 ranks this year is a praiseworthy leap.

 

Editors’ conference

ITANAGAR:  Press Information Bureau (PIB) will organize the 3rd All India Editors’ Conference on Social and Infrastructure Issues with focus on the North East at Guwahati on July 12 and 13. The conference will enable editors to get a detailed background of Government policies and programmes in the area of social and infrastructural development and provide a platform for interaction with ministers and senior officers.

 

DYC allege violation of guidelines

ITANAGAR: Upper Siang District Youth Congress, in a letter to Commissioner, State Public Works Department, has alleged violation of tender guidelines in the execution of Reglat Bridge over Yamne River in Upper Siang district.

According to the DYC letter, the bridge is being split into two portions and works are being awarded to two separate firms. The DYC demanded that the works should be awarded to single executing agency and tender for the same must be open to all eligible contractors. It also appealed to the Commissioner for ensuring completion of the works by the executing agency within stipulated time period as per signed agreement.

 

Bandh deferred

ITANAGAR, July 6: All Yachuli Students’ Union (AYSU) has deferred its proposed 36-hr 2nd phase Yachuli constituency bandh scheduled to be held on July 6-7 to July 12 and 13 in view of the ongoing Dree festival.  Para-Military, emergency medical service, milk and media will remain out of the purview of the bandh, said a union release.

Computerization of records

ITANAGAR, July 6:  The Sangram based organization Rural Development and Heritage Society informed that it has been entrusted to conduct survey for computerization of the records of Registrars of Societies on Non-Profit Institutions (NPIs) and completion of satellite accounts of NPIs in  Kurung Kumey district under  the project being executed by the director of Economics and Statistics in the state. The Society appealed the registered societies (under Society Act 1978) of the district to update their societies under the project within July.
